Grand Junction sex offender arrested for allegedly kidnapping teen

A 27-year-old fugitive sex offender has been arrested in Kansas after he allegedly picked up a 15-year-old boy at a Grand Junction hotel and began traveling east across the country, authorities say.

Samuel Lee Jumps has also been arrested for false reporting after he allegedly lied to a Grand Junction detective about knowing who or where the victim was, according to a news release Friday by the Grand Junction Police Department.

Jumps, known by the nicknames “Wicked Scarecrow” and “Jumps Bones,” was convicted of attempted sexual assault of a minor between the ages of 15 and 18 in 2008 and sentenced to three years of community service. Since then he’s been convicted of two charges of failure to register as a sex offender.

On July 3, a warrant for his arrest was issued for failure to register as a sex offender, according to Arapahoe County District Court records.

The boy’s family called 911 on a report of a runaway, who left a hotel where he and his mother were staying while she was at work. The boy’s luggage was missing.

The boy’s mother spoke with other hotel guests and learned that Jumps had left that day, telling hotel staff that he was going to the Front Range where he had family. Continued attempts to contact the 15-year-old via his cell phone were unsuccessful. The victim was entered into a national database as a missing and endangered person.
