The Trump administration is officially revoking the legal status of hundreds of thousands of migrants who entered the U.S. through Joe Biden’s now-defunct CBP One parole program—and the message from Homeland Security is blunt: leave now, or face consequences.
DHS confirmed to the Daily Caller News Foundation on Tuesday that foreign nationals who were paroled into the country via the CBP One app are receiving final termination notices. These notices order recipients to self-deport using the new CBP Home app or face $998 daily fines and forced removal.
Over 900,000 migrants used the CBP One app between January 2023 and January 2025 to schedule asylum appointments at U.S. ports of entry. But from the beginning, Republicans slammed it as a backdoor immigration program allowing otherwise-inadmissible foreign nationals into the country.
A DHS spokesperson said, “The Biden administration abused the parole authority to allow millions of illegal aliens into the U.S.,” adding that Secretary Kristi Noem “has full authority to revoke parole.” And she’s using it.
“Formal termination notices have been issued, and affected aliens are urged to voluntarily self-deport using the CBP Home App,” DHS said. “Those who refuse will be found, removed, and permanently barred from reentry.”
Biden’s version of CBP One, which was expanded in January 2023, allowed migrants to apply for exemptions at the border, submit biometric data, and gain temporary parole. At its peak, the app processed around 1,400 appointments daily, with migrants submitting over 166 million appointment requests in just two years. Trump pulled the plug on all of it on Day One.
The new CBP Home app is built for the opposite purpose—letting migrants self-report for departure and avoid penalties. It’s part of a broader effort to clean house after years of open-border chaos.
“Illegal aliens should use the CBP Home app to self-deport and leave the country now,” the DHS spokesperson emphasized. “If they don’t, they will face the consequences.”
Those consequences include steep daily fines and bans on future entry into the U.S. The only exceptions are for those who entered under refugee programs like Operation Allies Welcome or Uniting for Ukraine.
This crackdown follows a March move to terminate the CHNV parole program, which brought in over half a million migrants from Cuba, Haiti, Nicaragua, and Venezuela. An internal audit under the Biden administration found widespread fraud and inconsistencies, prompting a temporary pause—until Trump shut it down entirely.
Critics had long warned that these parole programs were being used to flood the country with unvetted foreign nationals who bypassed normal immigration channels. With Trump back in charge, the policy has flipped 180 degrees.
“Canceling these paroles is a promise kept to the American people,” the DHS said, “to secure our borders and protect national security.”
This is a return to immigration enforcement with teeth. After years of mass parole, ghost vetting, and catch-and-release loopholes, the Trump administration is closing the books on Biden’s border disaster—and handing migrants a final warning: get out now, or get removed.
